The Impinj Speedway reader (
http://www.impinj.com/products/rfid-reader.aspx ) uses LLRP and much of
LTK originated in its development and validation.
There are several variants of LTK that can be used on whatever host
platform you want. If you want a very small footprint, LTKC requires
only a C compiler and standard libraries. LTKNet can be run on a .NET
platform but has not been tested agains the .NET CF. If you have perl
available for your platform, then LTKPerl is very portable as well.
If you decide to try LTKNet with the .NET CF, please do report back.

Based on my understanding on LLRP I realise that this protocol
would work only when a reader is on the Ethernet and the client would
need to connect to the reader by providing the IP address.So what i need
to know that if its any UHF reader with an IP address would I be able
to connect to it through LLRP or is it that the reader should have some
LLRP support feature in it.. if so which are those readers that can be
connected with LLRP?
Secondly does LLRP by any chance work with windows mobile or
windows ce? Suppose I have developed a windows mobile application and I
want that if I run it on any windows mobile with rfid reader i should be
able to open the reader.
