the previous revision (1.18) added support for the extraction of annotations
from custom messages and parameter definitions into javadoc. However, this
change made the presence of an <annotation> tag mandatory in custom parameter
and messages definitions.
The current revision fixes this bug. Annotations are extracted into javadoc,
but their presence is not mandatory.
