On A, fine with me. On B, ok... we should at least put a big fat comment that naked Parameter XML documents are not valid Messages and toolkits will not normally compile them to binary, even though they validate against the schema. At present, I think only Messages validate which would be ideal except for this reuse of params w/in custom schemas problem.
