- This is the part3 of type profiling work, and described in 
https://github.com/llvm/llvm-project/pull/79233.
- The pull request depens on part 2 which introduces the new value type 
(https://github.com/llvm/llvm-project/pull/66825)

Test Plan: llvm regression rest. The code is also tested on WSC workloads.
