This issue seems to be about the autotools build system, which has since been
removed.
I have verified that Doxygen docs build successfully when enabled via `-D
LLVM_ENABLE_DOXYGEN=ON` with the current CMake build system, so I believe we
can consider this resolved. Please reopen if I have misunderstood.
