llvm 12 version of the change
This fixes a bug seen by the Numba (http://numba.pydata.org/) project, see
https://bugs.llvm.org/show_bug.cgi?id=46996. Backporting this would allow them
to not carry a downstream patch when the time comes to update to llvm 12.
I have attached a version of the patch that applies to 12.x and passes "ninja
check-all" building clang and llvm.
(I'm also the author of the patch if that wasn't clear)
