[OpenMP] Refined the logic to give a regular task from a hidden helper task
The following tests hang:
libomp :: tasking/hidden_helper_task/depend.cpp
libomp :: tasking/hidden_helper_task/gtid.cpp
I've confirmed this issue with both gcc 11 and clang 13.
