Apologies for the slow reply.
This is intentional. In order to keep the binary size down, that the Windows
LLVM installers only include the tools typically found in a toolchain (clang,
lld, some runtime libs, etc.), but not libraries and tools targeted at llvm
developers (such as opt, llc, llvm-as, etc.).
