I recently made a fix that only changed `third-party/benchmark/src/sysinfo.cc`: #147357
CI was marked as successful, but on later inspection it looks like nothing was built: <https://github.com/llvm/llvm-project/actions/runs/16124071447/job/45496681730>
Seems like there's a gap in how CI chooses which projects to build?
