Add action to push release binaries to winget repo to support Windows installation

On the completion of a release build, Windows binaries need to be uploaded to the winget repro.
Presently this is being done manually.
There is a script here:
https://github.com/microsoft/PowerToys/blob/main/.github/workflows/package-submissions.yml
that could be used for llvm project and bring control of the package upload into llvm community.
