We don't stick zero initialized symbols into the .bss section.
We need to do two things:
- Initialize BSSSection in MCObjectFileInfo::InitCOFFMCObjectFileInfo
- Teach TargetLoweringObjectFileCOFF::SelectSectionForGlobal what to do with it
