I think LMMS needs to have the translation of the program, doesn't it?
or does using something like
i18n.tr("word")
allow it to be translated automatically? That seems pretty intelligent
if it does...
I haven't looked in the source to even know if this is implemented (it
seems reasonable if it can be used in other languages than English).
I think someone will have to translate LMMS into Portuguese language for
it to be in portuguese.
I am not sure really how this is implemented in programs, though there
are quite a few that do it.
Can any devs on here confirm that it needs to be translated? Also, if
you could explain (briefly) how this is done (or point to a Wiki Page?)
Is a specific translation contained in a file, or is it all coded into
the program? And as a side note, are the things logged to the
console/terminal in English only, or are those translated?

If your Windows/Linux run Portuguese language LMMS will use
Portuguese, I think.
There's an outstanding effort to ad localization support. I'm not
sure how far along this is, but requires the contributions of the
mutilingual members of our community. We need to make a Wiki for
it, which I'd be happy to create if someone were to provide some
high-level steps.
