So I've spent some more time on this but its still racking my brain...
I heard back from RyanDesigns on the message and he had this to offer:

This seems to be consistent with what I've read so far, but I'm having hard
time making heads or tails of the CMake stuff.

BuildPlugin.cmake script, but between the root CMakeFiles, the
BuildPlugin.cmake and each plugin's individual CMakeFile, I'm a bit lost as
to where to set a specific compiler option.
I also get very little from Google in terms of these CMake parameters and
it appears as if they've changed considerably over the years.
When I turn on verbose, I can see the compile commands and the link
commands that are getting issued, but I'm not very familiar with making
changes to them. Any help? :)
