About time signature, it was planned that time sig would become a per-pattern property, and the global time sig would be assigned to a purely UI role (ie. controlling grid snap and such). The global time signature probably won't be automatable then, as it will have no effect on the actual song. So about b/b/t location, maybe we'll just use the global time sig for that, as that should cover the most common use cases.
