1.1.x is much better and 1.2.x will be even better than that.   This
qualitative "opinion" is only true if the features gained by upgrading
benefit you as a musician.

For example...
- The time you have invested into your existing tracks is worth something.
- The time to fix the tracks to play with 1.1.x is worth something.

For some people the good outweighs the bad. In almost all cases, this is a
measurable benchmark.  For those that value their time that much may decide
to stick with 0.4.x until a feature they need shows up.  They may instead
decide to invest their time into a DAW which is less prone to compatibility
issues (or pick one which suffers fewer stability and performance problems).

Since most LMMS users have chosen low cost as the driving force behind DAW
selection, most upgrade between projects to remain current and to help
improve the software through bug reports, tutorials, sharing projects.

In terms of personal preference.... This is often influenced by items such
as look and feel.  Hopefully this isn't a some decoding factor as  under
the covers there have been enough improvements to warrant an upgrade.

The release notes spell out what's been done to make the software better.
You'll likely find your answer buried inside the list of fixes and features.
