Yes - no clipping until final conversion to 16 bit signed integer buffer. 
However I'm not sure how libvorbis and libsndfile handle this. When exporting 
to a file, an unclipped float buffer is passed to those libraries. Maybe they 
don't clip and it's up to the ogg/float-wav player to do this after adjusting 
gain etc.
