Current IPsec implementation does not generate SCTP checksum for outgoing
packets even when requested (see odp_ipsec_outbound_config_t). Since the API
does not have any capability flags for outbound checksumming, all
implementations should support also SCTP checksum insertion.
As discussed, this can be fixed either by adding the missing implementation or
by changing the API.
