IPsec validation code expects ODP implementation to generate the same IPv4 ID
values as in the test vectors in the output ESP and AH packets. This causes
valid implementations to fail validation since in tunnel mode the
implementation can pick the IP ID value in any standard compliant way it wants.
In transport mode the implementation is probably also allowed to freely pick
the ID value (see PR 4014).
