A clarification: You only need to pay that one-time $25 US developer account fee fee if you want to put your app into the Play Store. You don't even need to pay that if you'd like to make your app available in some other way. It's just that, if you do that, users will need to check the box for allowing packages from foreign sources. The development tools themselves, and their use, are absolutely free.
