I've tried chasing this up, but the fact is that the mailing list creation procedure is not very good at the moment, and admin tickets in general take a long time to get resolved, the team is very busy. I have a couple of quite important tickets open myself that have been unresolved for many weeks, unfortunately this is just the way that things are. For mailing lists, we can improve the procedure - Jono (cc:ed) could deal with new mailing list creations.
