Bug description:
Every time LD syncs with Launchpad, TeamAdmin records are re-created, which
leads to them getting a new, auto-incremented primary key id. Currently, ids
are in the 3333800+ level. At this rate, we will hit the maximum value for
that column in the near future.
Launchpad syncs should not recreate TeamAdmin records unnecessarily, existing
admin records should be left as they are unless delete in LP. Only new admins
in LP should result in new records in LD.
