I think we need the following solution: * Provide a tab on loco.ubuntu.com called 'LoCo Council' which provides some static textual content about what the Loco council does and what teams can expect from them. We can point people to this tab. * The re-approvals second-level nav entry on the teams page can be moved to the LoCo Council page as a second-level nav entry.
