What if there are events tied to the venue? Does it violate a constraint? Or maybe offer up a merge type option where all events at duplicateVenueOne -> correctVenue.

The system allowed me to enter a second one, because my address was more explicit than the original -- "City, ST" vs. "City" for city field, and "Street address, City, ST zip" vs. "Street address" for the address field.
