I never assume a user is a member of the team. Not every LoCo team uses LP for list all their users.
If you want a use case I can provide one. Our french documentation is writted by french people living all around the world and who are in various LoCo teams (ubuntu-fr, ubuntu-qc, ubuntu-ma, ubuntu-tn, ...). If we plan a meeting about the french documentation, and if we use the locodirectory to centralize the informations (date, agenda, channel), actualy this is impossible for someone not in the members of the launchpad locoteam to add an item, or change the description of an item, or only give is thought on the agenda items.
