don't show the "Add agenda item" link to every users

Bug description:
On a meeting detail page, I can see the link "Add agenda item" but I
can't add items if I'm not in the LoCo Team.
Like the other links reserved to the LoCo Team members, this link
should be only visible if I really can add items.
