You should see at the top a list of team members, and then below it, a
list of non-team members. This is a design feature and not a design
flaw.

Bug description:
When editing team details the list of Team Admins (and Team Contact)
is very long, and populated with users I have no idea who are. The
optimal solution would be if it was just the list of team members that
one could choose from.
