I had a suspicion on what's going on and had a chat with Søren about this.
What's happening is that we have people in loco directory of people who've ever signed into loco.ubuntu.com. There might be members in the team in Launchpad who've not signed in to loco.ubuntu.com and we don't have a record of them. Importing this data from Launchpad would help us fix this problem, but on the other hand, that is a lot of data to import. Whether this is required per se is to be decided.
