Log4cxx was an established subproject of Apache Logging Services. We have then realized that there were no more active committers and considered the attic for it. However some community members (but non-committers) were opposed to the attic. The idea was then to move the code base to the incubator and see how it would go. To avoid wasting infra resources, there were no objections from the IPMC to just "stick" with what we have, aka domain, ml and so on. After all, the IP is already clean. So far it looks like the only missing requirement to exit is the release: log4cxx community is still small, but we have a bigger community over in Logging land. So it would not be an issue to make votes pass (or not) and keep an oversight, as we have done it before. Hope that clarifies. Thanks!
