I just read the report. The ASF has no “maintenance mode” status, so that isn’t really an option. That said, Log4PHP is basically in the same state. It remains active in the logging project because there are people there who say they will actively maintain it even though nothing ever happens. Log4cxx moved to the incubator because supposedly, there were people who wanted to do some work on it. If nothing is ever going to be done then my suggestion is to move it to the attic and then, if the need for a patch arises, fork it at github. But if work has been done that needs a release then I suggest you get that done. If after that there are people willing to maintain it it should be able to move back to the logging project.
