I doubt it.  There are strong supporters for JCL within and outside the ASF.
As usual, the critics tend to be louder than the supporters, but people are
voting by taking the action of using JCL.

Whatever strategy we propose, e.g. UGLI, should also account for a gradual
transfer from today's JCL-based approaches to the approach we propose.  A
solution that calls for today's projects to suddenly just make the switch
won't fly.  But the organized and well-thought-out effort we're starting
here is certainly the way to go.
