OK, so unless there is a big objection, I am going to go forward with the official 1.2.13 release tomorrow evening.

Ideally we should have build instructions for the dll or some compiled and compatible dll binary, but I don't think this is any kind of blocker. Stop me if you disagree.

Didn't we make a conscious decision to remove the .dll from the distribution/repository? Folks are supposed to build it for themselves for some reason?

I think it likely had to do with the use of a dynamicly-linked C RTL which requires a library from the corresponding compiler to work. Ideally, you could build the NTEventLogAppender.dll with MinGW and and would be able to build the product with free tools. Don't recall participating in any decision like that, but seems reasonable to me.

There is a log4cxx bug regarding an incompatibility between the NTEventLogAppender.dll from log4j and log4cxx that I have not had a chance to research. At this time, I do not think that there is a quick solution and it is not a bug introduced in this version. Got to save something for 1.2.14 :)
