log4j 1.2.14 release?

The previous consensus was that we had reached the end of the line of  
the 1.2.x releases.  However, with the AsyncAppender locking issue  
that appears to be resolved in the SVN and the recently reported  
NullPointerException in the NDC.get(), it might be time to think  
about another 1.2.x release.  It would also allow us to restore the  
NTEventLogAppender.dll that went missing sometime after log4j 1.2.8.
