These are *compile* time dependencies (to build the log4j binaries), not
runtime dependencies. Once you have the log4j jar files you should not need
tools.jar or jconsole.jar to compile your project. At least I think not, I
don't have much maven experience.
Jconsole classes in core are only used when running the JMX gui as a JConsole
plugin.
I can remove the dependency on tools.jar from core/pom.xml, that was probably a
mistake on my part anyway.
