Waaaaiiit! Don't give up yet! My apologies. I did three things wrong here:
# I compiled the application using Java 8, so you won't be able to run it
(that's why you're getting 404 errors most likely).
# I created the WAR file incorrectly.
# I hadn't narrowed down the exact conditions that must take place.
I have compiled with Java 6 and created a proper WAR file. I was able to get
the WAR file to duplicate the problem by following the following steps:
# Install Tomcat
# Open TOMCAT_HOME/conf and add a user to tomcat-users.xml with the manager-gui
role (e.g., {{<user username="admin" password="admin" roles="manager-gui"/>}}).
# Copy log4j-223.war into TOMCAT_HOME/webapps
# {{cd}} into TOMCAT_HOME/bin
# Run {{catalina.bat run}}.
# Go to http://localhost:8080/log4j-223/files
# Go to http://localhost:8080/manager and enter proper credentials (admin/admin)
# Click the "Undeploy" button next to the log4j-223 application
# Return to command prompt and Ctrl+C to shut down Tomcat
# Error appears
