In 1.2.16 and after, filter in log4j.properties has come to be supported
thanks of the below patch:

But, there remains a misleading notation in JavaDoc of filter class.

Note that filtering is only supported by the DOMConfigurator. The
PropertyConfigurator does not support filters.
