I am not sure exactly where it would live but it makes more sense to me for us to provide it than have it be hosted as part of the maven-shade-plugin as it would only be relevant to Log4j. Of course, using this approach also should allow you to provide the transformer yourself until it is delivered in a Log4j release. The "hang" you mention is precisely why it was recommended to call the PluginManager during the build.
