I faced out with this problem today and migrating to the log4j 2, is too expensive for me... so I preferred to look the code and try to fix the problem. So I added a method, that shutdown all FileWatchDog threads, callable from: PropertyConfigurator.shutdown(). For me this works, and so I hope it will for you.
