Behrooz - Nothing has been finished yet.  I posted the above to get feedback 
from others to see if I am on the right track.  From an external point of view, 
what I am implementing is different than yours in that I am not creating 
methods for each type of appender, filter, etc. Instead, I am using a more 
generic approach.  The downside to this is that you won't really see 
configuration errors when the application is compiled. They pretty much will 
only happen when the config.start() method is called.
