I have added the support for reconfiguration and in the process found some bugs
in the ConfigurationBuilder and in status logging. PropertiesConfigurations
were initializing too soon so wouldn't behave as desired in a
CompositeConfiguration. They do now.
Everyone feel free to review. The only thing left I have to do is documentation
and then I will merge this branch.
