[~garydgregory], do the CsvLayout and CsvParameterLayouts still work with
Commons CSV 1.3?
I assume Commons CSV 1.4 is now required and updated the layouts manual page
and change notes accordingly.
If the CSV layouts are now garbage-free, should we update the garbage-free
manual page to include these layouts?
(We would need to update the GcFreeLogging...Tests to add an entry for the CSV
appenders to verify this.)
