Add a Jenkins job to build log4j via JDK9 such that it creates a multi-release
jar (LOG4J2-1745) that can be used in JDK7, JDK8, and JDK9. This will aid in
continuous integration testing and allow users to test snapshots in a JDK9
environment as we implement issues from LOG4J2-1564 (Java 9 epic).
