I would try adding the DOCTYPE element in your config file. Orion tends to be less forgiving then Tomcat. <!DOCTYPE log4j:configuration SYSTEM "log4j.dtd"> Unfortunately, I don't have an easy way to test this, but that's probably what I would try.
