1. I know about the GAC, but it's not always an option.  E.g. requires 
administrator privileges, and is not available in a hosting environment.

2. Even if the GAC is used, there are potential conflicts.  For example, if two 
versions of log4net are loaded, and both read the same config file (e.g. using 
the appSetting log4net.Config), you could end up with both versions attempting 
to write to the same file appender.
