I think the primary reason is that there are still 24 open issues that
haven't been resolved. If you like log4net and you don't feel
comfortable writing patches either comment on the open issues or join
the dev list and give feedback about what issues are important for a
release and what issues are you think are more long term. Writing test
cases (not many sample apppenders/layouts have them) would be helpful
too.
