People want to know whether Log4PHP is initialized or not. Providing a default
configuration in case it is not doesn't always fit.
The easy solution is to open access to the static method Logger::isInitialized()
I'll also send a patch for this via Github. My intention is to check whether
this works for you, as it is such an easy test case.
