I really don't think uninstalling/reinstalling could possibly have any effect at all on this issue. Just doing a battery-pull reset of the phone will likely have the exact same effect.
But I have run into issues in the past where I can't open non-BIS network connections on my device. (Its been a long time since I've seen this, and I'm guessing it was actually T-Mobile's fault.) Usually waiting a while or resetting the phone clears it up.
