If you have the account selected on the home screen, or are on any screen within the account (i.e. message list), just press the menu button and look for an option called "Compose E-Mail".
If this option isn't there, make sure you actually configured an SMTP server. The setup wizard walks you through this, but you can opt not to do it. If you want to check that, press the menu button and go to the "Configuration" screen.
