Richard and all,

It's getting less surprising in London with the requirement for low
floor access getting ever closer and I suspect it makes business sense
as you cater to a bigger market.  Big Bus have a number of two axle
Volvo / Optare open tops in the same style as the tri-axles.  Arriva
have got some too I believe plus they have the Ayats bodied Volvos
from a few years back.

The thing that never ceases to amaze is just how many people take open
top tours.  The buses go past 55 Broadway (where I work) regularly and
they are usually well subscribed regardless of operator.  Someone,
somewhere is making a lot of money.
