Although the 78 is often horrendously overcrowded [1] there has been stakeholder pressure against double deckers. This is because the single deckers have more buggy space and are easier for older passengers. Questions from GLA members for the south London areas served by the 78 have voiced their concerns about these user groups being disadvantaged if there was a move to double deckers. I believe TfL have said "there are no plans" to move to double decks. [1] I saw it load up at Liv St on a Sunday afternoon the other week. It left full and standing!
