Speaking to the driver/owner, he said he does plan to get it painted proffesionally, as this is hand painted. As mentioned previously, he's done a very good job with it. He also mentioned he may be looking to sell it due to personal reasons, so anybody who is interested may like to contact him. He also bought TD5, which was used as a donor vehicle for TD1. TD5 has now been scrapped. Regarding previous history, i know it was owned by Lancaster Fire Brigade (as a non psv) c2000.
